Notice of Intent and APAP for Storm Drainage Control

Notice of Intent & Aquatic Pesticide Application Plan

General Description
The Statewide General National Pollutant Discharge Elimination System (NPDES) Permit or "Permit" for Residual Aquatic Pesticide Discharges to Waters of the United States from Algae and Aquatic Weed Control Applications became available for application December 1, 2013.  The Permit expired on November 30th, 2018, but is still active and enforceable until a new permit becomes adopted.  The purpose of the Permit is to minimize the adverse impacts to beneficial uses of water bodies treated with aquatic herbicides.

The City of Woodland has applied for coverage under this Permit to control for infestation by aquatic vegetation such as bulrush, cattails, and pondweed.  If left unmanaged, aquatic vegetation can restrict the flow and conveyance of storm water.  Aquatic plants can clog structures, damage pumps, block stormwater flows, and create a risk for flood.  The City intends to obtain coverage under the permit to apply aquatic herbicides to city facilities as documented in the Notice of Intent and Aquatic Pesticide Application Plan linked above.
