The backbone of any police organization is its Patrol Bureau. The Woodland Police Department's Patrol Bureau provides quality law enforcement services to our community 24 hours every day, 365 days per year.

Records Division

The Records Division is staffed with 9 full-time employees (1 Senior Records Specialist and 8 Records Specialist), supervised by the Records Supervisor. The Division is managed by the Patrol Lieutenants.   This Division is responsible for ensuring the agency is compliant with the laws and rules governed by the California Department of Justice and the Federal Bureau of Investigation to include all audits and CJIS compliance. Records and information is a critical function for the effective delivery of law enforcement services. Maintaining the security and integrity of police records is an essential component of the Records Division.

Property & Evidence Division

The Department’s Property and Evidence Division is currently staffed by one full-time Community Services Officer (CSO), and one part-time Community Services Officer (CSO). The Division also has one Records Specialist and one Community Service Officer that are cross-trained in the event assistance is needed in the Property and Evidence Division. The Division is responsible for storage, management, processing, release, and disposal of property and evidence. The CSO manages digital evidence, to include evidence captured on body-worn cameras, cell phones, or other departmental cameras.  The Records Supervisor oversees this division also.

Equipment

The patrol officers' work station is a marked vehicle equipped with computers and other special equipment needed to perform their duties. A patrol officer spends the majority of their 10-hour shift inside a marked vehicle while out in the community so they can be readily available to the public. Patrol officers are encouraged to use a balanced mixture of traditional police enforcement measures while effectively using a community policing philosophy to address chronic crime and disorder.

The Patrol Bureau collaborates with other department bureaus to solve identified areas of concern within the city.  This includes using real-time data obtained through crime analysis.

Training

All of our patrol officers are highly trained and adept in responding to emergencies as well any other calls for service. They are committed to providing the best quality of service to their community. Patrol officers are assigned to the same patrol area for four months or longer, often selecting to work one beat within the city for multiple shift rotations. This strategy enables community members and patrol officers more of an opportunity to build stronger relationships. In turn, they both become more familiar with the problems associated with that neighborhood and can work together in an effort to remedy problems in the area.

Staff

The Patrol Bureau is allocated a staffing of two Lieutenants, six Sergeants, six Corporals, 28 Patrol Officers, three K-9 officers and Community Services Officers (CSOs).

Community Services Officers

The Woodland Police Department employs Community Services Officers (CSOs) assigned to the Patrol Bureau. We currently have one full-time Field Community Services Officers (CSOs), and three part-time. The CSOs in patrol take crime reports such as: 

  • Fraud reports and stolen / recovered vehicle reports
  • Identity theft
  • Missing person
  • Non-emergency burglary
  • Vandalism

The CSOs take minor traffic collision reports, assist with traffic control in major traffic collisions and conduct VIN verifications.

Additional Roles

The Community Services Officers are also part of the Crime Scene Investigation Team and they are called out on major crime scenes day or night. The Community Services Officers in patrol facilitate free time for patrol officers to respond to emergency calls for service, conduct investigations and be more proactive in the community.
