Priority Initiatives

  • Improve coordination with service providers and partner agencies to reduce the negative impacts of homelessness, both on unhoused folks and community quality of life
  • Evaluate different models to deliver impactful, inclusive, and affordable programming
  • Expand the Community Enhancement Unit (CEU) to beautify and maintain Woodland’s
    streets, parks, facilities, and neighborhoods
  • Continue to partner with Yolo County Housing to take next steps in revisioning and
    revitalizing the Yolano-Donnelly and Armfield neighborhood
  • Proactively pursue opportunities to increase senior housing

Continuing Initiatives

  • Monitor and ensure effective utilization of the East Beamer Way Campus to reduce homelessness in Woodland
  • Complete remaining deferred maintenance improvements to the Library
  • Focus on walkability, bikeability, safety, and neighborhood traffic calming
  • Strengthen code enforcement
  • Continue to implement Equity Action Plan to ensure better access to City programs, services, and facilities
  • Support and assist community groups in efforts to invest in recreational facilities
  • Expand public arts and continue to grow multicultural activities including strengthening the relationship with our Sister City

Priority Initiatives

  • Support the establishment of a global center of innovation for food, agriculture and health as a catalyst project for the Woodland Research & Technology Park.
  • Incentivize economic growth in sectors that generate substantial sales tax revenue
  • Support the construction of new industrial space, with a focus on higher wage and property value-generating projects
  • Facilitate stakeholder conversations focused on improving local workforce development initiatives
  • Implement professional marketing, events, and promotions that drive increased business activity and hotel stays, including using our new Entertainment Zone ordinance to promote Woodland as a destination
  • Focus on inclusive economic development and diversifying Woodland’s job base through retention, expansion, and attraction of technology-based industries
  • Partner with County Fair Mall ownership to develop viable reuse for the mall
  • Evaluate downtown parking utilization and implement changes to continually improve management and user experience
  • Improve communication with businesses in all areas and sectors

Continuing Initiatives

  • Continue to partner with Yolo County in enforcing unpermitted street vendor activity while providing a pathway for vendors to become licensed and operate in conformance with codes
  • Advance pre-development of the Woodland Research & Technology Park
  • Continue to promote The Food Front industry partnership
  • Lighting, landscaping, and public art enhancements (with a focus on Downtown and expand throughout the community)

Key Strategies

  • Continually assess public safety service delivery models
  • Invest in programs that support youth and families
  • Communicate and educate the public on neighborhood safety
  • Ensure maintained infrastructure that complies with regulations

Priority Initiatives

  • Expand traffic and law enforcement capacity across sectors, including traffic, patrol, and investigations
  • Educate public on the importance of flood safety and take steps necessary to advance flood protection project
  • Advance design-build of new fire station at Gibson Road and Bourn Drive
  • Mitigate congestion on E. Main Street and secure state and federal funding for 5/113 freeway connector and E. Main Street Neighborhood Livability project
  • Upgrade the public safety radio system infrastructure to enhance communication and ensure timely and effective response of emergency services
  • Evaluate industry best practices in public safety delivery models and identify potential opportunities to adapt and expand capacities, including a focus on staffing strategies and limiting reliance on overtime
  • Complete rate study and adopt new multi-year sewer and water utility rates
  • Take necessary steps to consider an Urban Limit Line amendment to expand water user base and prioritize resident affordability

Continuing Initiatives

  • Continue to invest in projects to improve the efficiency and resiliency of the City's water system and overall public infrastructure
  • Continue to leverage state and outside funding for reconstruction of major roadway corridors
  • Develop a citywide policy to enhance sidewalks and clarify maintenance responsibilities
  • Advocate to State of California for maintenance of Cache Creek
  • Continue to advocate for key legislative changes to criminal justice system
  • Expand volunteer and neighborhood watch programs

  • Conduct a comprehensive community engagement effort to build understanding of City services, finances, and budgetary limitations
  • Cultivate community foundations to help support improved public services and programming
  • Maintain balanced budget while strategically investing in projects and programs that yield fiscal, social, and/or environmental benefits
  • Ensure timely and broad-based dissemination of information and seek input to continue to improve communication and engagement efforts
  • Assess staff recruitment, retention, training, and data collection with a focus on diversity, equity, and inclusion
  • Reduce/manage costs for services provided to, or received from, external agencies, with a focus on YoloTD, Animal Services, and Elkhorn
  • Reduce/manage costs associated with the operation of the Woodland Cemetery and analyze alternative service models, including re-establishing a Cemetery District
  • Evaluate new and innovative funding strategies to help the City continue to provide exceptional programs, services, and infrastructure.
  • Establish funding mechanism to cover costs to comply with state stormwater quality mandates
  • Reduce City utility costs by assessing and identifying strategies to increase efficiency and sustainability, including evaluating purchase of existing City solar arrays
  • Facilitate community engagement with the legislative process by expanding digital access to City Council Meetings consistent with new State of California requirements
