CITY OF WOODLAND

NOTICE OF PUBLIC HEARING

NOTICE IS GIVEN HEREWITH that the Planning Commission of the City of Woodland, at its regularly scheduled meeting to be held on Thursday, March 20, 2025, at 6:30 PM in the City Council Chambers, 300 First Street, City Hall, Woodland, CA, will hold the following public hearing:

Tentative Parcel Map No. 5262 (PLNG 25-00006): The applicant, Laugenour and Meikle Civil Engineers, has submitted a Tentative Parcel Map application for 525, 531, and 537 Johnston Street (APN: 066-022-018) on behalf of the owners. The proposal consists of a request to divide an existing 0.35-acre parcel into two separate parcels of 0.127 acres (Parcel 1) and 0.226 acres (Parcel 2). The existing single-family home is proposed to be on Parcel 1, and the existing duplex will be on Parcel 2. The property is within the Residential Low (R-L) zone per the City of Woodland Zoning Ordinance and the Low Density Residential General Plan Land Use area. The proposed parcel map meets relevant City requirements and development standards.

Applicant: Matthew Souza, Laugenour, and Meikle, 608 Court Street, Woodland, CA 95695

Owners: Charles A. Mattson and Mary-Alice Coleman, 2682 Mack Way, Woodland, CA 95776

Location: The project site (APN: 066-022-018) is located on the west side of Johnston Street, south of Alice Street and north of East Oak Avenue. The site, zoned Residential Low (R-L), is adjacent to properties zoned Corridor Mixed- Use East (CMU-E) to the west, and Residential Medium (R-M) to the east.

Environmental Determination: Staff has determined that the proposed application qualifies for a Class 15 Categorical Exemption under the California Environmental Quality Act (“CEQA”) pursuant to the CEQA Guidelines section 15315, which applies to division of property in urbanized areas zoned for residential, commercial, or industrial use into four or fewer parcels when the division is in conformance with the General Plan and Zoning Ordinance.

Availability of Documents: The Planning Commission agenda and project staff report will be available on the City of Woodland website on Friday, March 14, 2025, by 5:00 PM at the following web address: https://www.cityofwoodland.gov/654/Meetings-Agendas.

Public Comments: All interested persons are invited to attend the hearing and express their opinions.  Forms to express opposition or support for the project are available from the Community Development Department. All comments received will be given to the Planning Commission for their consideration. Please note that the City does not transcribe its hearings, however, summary minutes are prepared and are publicly available once approved by the hearing body. Members of the public are welcome to submit written comments prior to the meeting. Comments should be submitted by email to CouncilMeetings@cityofwoodland.gov. Written Comments received at least two (2) hours prior to the scheduled start time of the Planning Commission meeting will be provided to the C Commission and posted to the City website as part of the official record of the meeting but will not be read into the record. Written Comments received within two (2) hours of the scheduled start time of the Planning Commission meeting and during the Planning Commission meeting will be provided to the Commission the day following the Planning Commission meeting. If you are submitting written comments on a particular item on the agenda, please identify the agenda item number and letter.

Pursuant to section 65009 (b) (2), the State Government Code: “If you challenge any of the above projects in court, you may be limited to raising only those issues you or someone else raised at the public hearing(s) described in this notice or in written correspondence delivered to the Planning Commission at, or prior to, this public hearing.”
