As of January 2022, all commercial entities (businesses and multi-family properties) are required to divert their recyclable material from going to the landfill per the requirements of SB 1383. Businesses sharing WM services or participating in an alternative recycling service besides WM must file a Recycling Exemption form annually.
Paper: Cardboard, newspaper, magazines, paper packaging, office paper, envelopes, junk mail, etc. Metal: Aluminum, tin, and steel cans, empty aerosol cans, scrap metal, etc. Plastic: All hard plastic containers with recycle symbols #1 to #7, bottles, jugs, buckets, crates, deli containers, etc. Glass: Bottles, jars, wine bottles, etc.
These materials are prohibited from being placed in the trash. If your business and/or onsite employees generate these materials, proof of recycling these items must be provided in the annual exemption reporting.
If you are applying to be excused from the recycling program due to a lack of space or because your business does not produce ANY materials accepted for recycling, such as mail, printer paper, or beverage containers generated by staff, please fill out the Recycling Waiver.

Exemptions to requirements of the Commercial Recycling Program (Municipal Code Chapter 13.36) may be granted at the discretion of the Community Development Department Director or his/her designee. An exemption may be revoked at any time at the discretion of the Director/designee if one or more of the factors justifying the exemption no longer exist, or other changes in circumstances warrant revocation. Unless revoked, this exemption shall be effective until February 28 of the following year. Annual exemption reports must be renewed and submitted by March 1 each year thereafter.
Annual Report: Please fill out the fields below for each type of material recycled in the previous calendar year. Please convert pounds to tons (2,000 lbs = 1 ton). Records of self-hauling and alternative recycling efforts (i.e. receipts, ledgers, etc.) must be maintained and turned in during the annual reporting period.
Note: Paying for alternative recycling hauling services breaches the City of Woodland's exclusive Franchise with WM. All recyclables hauled from your business must be donated or sold.
NEW 2024: To be approved to continue in the program in 2024 and beyond, Annual Reports must include all records substantiating the recycling tonnage reported.
Application: If this is your initial exemption application, please provide information on the types of materials your business generates and enter "0" in the "Tons Recycled" fields.
Shared Services: If you are sharing services, please explain and provide documentation, proof, or a letter from the business you are sharing with providing permission to use services.
Contamination is any material that is not accepted in recycling. For example, plastic bags are considered contamination in a recycling bin.
Only required for accounts sharing services. Include documentation authorizing permission to use adjacent property's recycling services or proof that services are shared.
"Yes" means there is a recycling plan and collection in place for all types of the material generated. "No" means the material is generated, but there is no recycling collection method in place.
Examples: cardboard boxes or sheets
Examples: copy paper, junk mail, envelopes (windows okay), magazines, and paperboard (cereal boxes).
Examples: soda cans, water bottles, and glass bottles with CRV labels.
Examples: soda and beer bottles; and jam jars.
Examples: soda cans, aluminum foil, and scrap.
Examples: food cans and scrap.
Examples: yogurt tubs, water bottles, and empty cleaning solution bottles.
Examples: shrink wrap, bubble wrap, bubble mailers, and plastic bags. Not required, but highly encouraged.
Recycling weight slips/tickets, receipts, manifests or other documentation proving tonnage is required for all categories selected above. Please combine files into a single PDF.

The City of Woodland reserves the right to inspect/audit facilities for confirmation that the above information is correct and valid, and submission of this application form constitutes the applicant’s permission for the City to conduct inspections on the applicant’s premises. The applicant will be notified in writing if this application is denied, including the reasons for the denial. The denial of an application for an exemption or the revocation of an exemption may be appealed to the Community Development Department Director and City Manager, whose decision shall be final (see Municipal Code Chapter 13.36).
