Short-Term Rentals
What is a short-term rental?
A short-term rental is the rental of a dwelling unit for 30 or fewer consecutive days. Short-term rentals provide visitor accommodations that are alternative to hotel, motel, and bed and breakfast accommodations.
Where are short-term rentals allowed in Woodland?
Short-term rentals are conditionally allowed in the following zones, with the approval of a Zoning Administrator Permit:
- Downtown Core (DX-1)
- Downtown Transitional (DX-3)
- Corridor Mixed Use - West Main (CMU-WM)
- Corridor Mixed Use - East (CMU-E)
- Corridor Mixed Use - Gateway (CMU-G)
* There may be additional conditions on individual properties that restrict or prevent short-term rental uses.

STEPS TO STARTING A SHORT-TERM RENTAL
Contact the Planning Division to verify if a short-term rental may be allowed on your property.

It is strongly recommended to discuss your proposed short-term rental location, size, and operation plan with staff prior to proceeding to Step 2. There are various requirements for short-term rentals that may prevent approval for your specific proposal.
If your property conditionally allows a short-term rental, apply for a Zoning Administrator Permit.
The Zoning Administrator Permit is a discretionary action that involves public noticing and may be subject to a public hearing and conditions of approval.
- Only the property owner can apply for a Zoning Administrator Permit for a short-term rental.
- Only one permit for a short-term rental is allowed per person, and the permit is not transferrable.
- The applicant must have owned the home or dwelling unit for a minimum of 2 years prior to applying for a short-term rental permit.
If your Zoning Administrator Permit is approved:
- Provide the contact information of the local contact person responsible for the operation of the short-term rental. The City will post this information associated with each short-term rental on the City's webpage.
- Apply for a City of Woodland Business License. Annual renewal is required.
- Pay the required transient occupancy taxes, as required in Woodland Municipal Code Chapter 3.12.
Additional restrictions on the size, capacity, operation, and design of short-term rentals apply.
