Construction & Demolition Recycling
The City's Construction and Demolition (C&D) Debris Recycling Ordinance was established in 2006 and amended in 2016 to help the City comply with AB 939, which requires local governments to divert at least half of the materials sent to landfills annually, and to enforce the current California Green Building Standards Code (CALGreen Code). The CALGreen Code sets the minimum mandatory Green Building Standards that cities must implement and enforce, which includes requirements for C&D debris recycling and proper waste handling.
New Regulations Starting January 2, 2025:
On December 3, 2024, the City Council passed a revised version of the C&D Debris Recycling Ordinance to increase equity within the deposit system, encourage deconstruction where demolition is involved, and clarify procedures for the City’s C&D program. The notable changes are as follows:
- For permit holders without previous non-compliant projects, the deposit will be calculated at 3% of a project’s valuation, with a minimum of $500 and a maximum of $15,000.
- For permit holders who were previously non-compliant, their deposit increases to 5% of a project’s valuation or a maximum of $25,000 for the next 5 projects.
- Only Property Owners (including Corporations), California Licensed Contractors, and Agents of either Owners or Contractors may fill out the Waste Reduction and Recycling (WRR) Plan on Green Halo. It is highly recommended that the party handling the waste fill out the WRR Plan and pay the deposit. They will be responsible for recycling compliance and any consequences thereof.
- All WRR Plans and compliance documentation shall be submitted through the City of Woodland's Green Halo portal. Paper forms and submittals outside of Green Halo will no longer be accepted.
- The Green Halo portal is anticipated to go live in mid-February.

To receive a full-compliance determination and a full refund of the recycling deposit submitted for a project, the following requirements must be met:
- 65% C&D Diversion Rate: 65% of the project-generated C&D debris must be diverted from landfills through recycling and/or reuse.
- 100% Soil and Land Clearing Diversion Rate: 100% of excavated soil and land clearing debris generated by the project must be diverted from landfills and shall not be reused if contaminated by disease or pest infestation.
- Universal Waste Items: All universal waste items present at the project site must be disposed of properly and diverted from landfills.
- List of Prohibited Items: A list of prohibited universal waste items must be included in the construction documents, if applicable.
Step 1: Waste Reduction & Recycling Plan
At the time of permit issuance: Submit a Waste Reduction and Recycling (WRR) Plan indicating the types of debris expected to be generated by the project and your chosen recycling and trash management method (self-haul or contract with WM).
Step 2: Administrative Fee & Recycling Deposit
At the time of permit issuance: Submit the required administrative fee and refundable deposit equal to 3% of the total project value, not to exceed $15,000 or below $500 (by separate check).
Step 3: Proof of Diversion
During the project: Project-generated C&D debris must be self-hauled or hauled by the City's franchise hauler, WM. Record all project-generated recycling, reuse, and disposal weight receipts for self-hauled loads.
Step 4: Waste Reduction & Recycling Report
At the time of project completion: Submit a WRR Report and proof of diversion, including weight receipts for all self-hauled recycling, reuse, and trash loads and a diversion report from WM, if applicable.
Step 5: Compliance Determination
The City’s C&D Recycling Coordinator will make a compliance determination following the submittal of the WRR Report and proof of diversion for the project.
- Full compliance: deposit refund.
- Non-compliance: deposit forfeiture and additional requirements for the next five projects.
The following project types are subject to the compliance requirements of the C&D Debris Recycling Ordinance:
Non-Residential
- Construction of a new commercial, industrial, or institutional building or structure whenever a building permit is required.
- Demolition of a building or structure, or portion thereof, whenever a building permit is required.
- Addition or alteration of a commercial, industrial, or institutional building or structure whenever a building permit is required.
Residential
- Construction of a new residential building or structure whenever a building permit is required.
- Demolition of a building or structure, or portion thereof, whenever a building permit is required.
- Addition or alteration of existing residential buildings or structures where the addition or alteration increases the building’s conditioned area, volume, or size.
Exemptions
Exemptions to compliance with the C&D Debris Recycling Ordinance are specified in Title 13, Section 13.40.030 of the City of Woodland Municipal Code.
C&D Debris Recycling and Trash Management
Projects have the following options for managing project-generated C&D debris:
Self-Haul: Haul C&D debris materials to the Yolo County Landfill, or another facility that accepts C&D debris for recycling, using your employees and equipment. View the list of accepted materials at the Yolo County Landfill here.
