Plan Submittal, Review & Inspections

Would you like to avoid coming down to the public counter and waiting to submit your fire plans for review? If so, it just got a lot easier to do this. We now have an online form that allows for uploading of documents.
Please complete the required Woodland Fire Department Permit application and submit the required documentation via a one-step online form: ONLINE FORM
We are no longer accepting plans emailed directly to us.
Please allow 14 business days for the review of each plan submitted.
The following items should be included and submitted as part of the online form (there is an upload section):
- Contact information for person to be notified when plans are complete or if any questions arise
- Calculations (if necessary)
- Plans (must provide a graphic scale)
- Product data sheets
Large files may be submitted via your company's file sharing service or submitting on a USB or flash drive. Contact Samantha Corral directly at Fire.Plans@cityofwoodland.gov for assistance.
Approval Notification
Once the submittal is approved, and payment is made, you will receive an email indicating approval with approved documents attached. It will be your responsibility to print out a copy of the approved plans and permit for your client and the job site. An on-site inspection will not be completed without these items present.
Understanding Fire Plan Reviews: Resubmittals, As-Built Plans, and Preplan Reviews
When undertaking construction or renovation, ensuring your project meets fire safety standards is crucial. Here at the Fire Department, we conduct thorough plan reviews to make sure every building is safe and compliant. There are three key terms you might encounter during this process: Resubmittals, As-Built Plans, and Preplan Reviews. Here's what they mean:
Resubmittals
If you’ve submitted plans that require revisions or additional information, you'll need to resubmit them. A Resubmittal occurs after you've adjusted your initial plans based on feedback from our review team. This may involve addressing specified deficiencies, clarifying details, or incorporating mandatory safety features. The goal is to ensure your plans fully comply with fire safety codes before approval. Resubmitting plans is a common step and is crucial for securing the necessary permits to move forward with your project.
As-Built Plans
Once your project is completed, it's important to document any deviations from the originally approved plans. As-Built Plans reflect the final construction exactly as it was built, including any changes made during the building process. These documents are vital for our final inspection and for maintaining accurate records. As-built plans are essential for the safety management of the building, facilitating future maintenance, compliance checks, or renovations.
Preplan Reviews
Before you break ground on a new construction or major renovation, a Preplan Review is often required. This review involves examining detailed plans of the proposed construction to assess potential fire hazards and ensure that all aspects of the design adhere to fire safety codes. This proactive step is designed to identify and mitigate any risks before construction begins, minimizing potential delays and enhancing safety during and after construction.
All three components—resubmittals, as-built plans, and preplan reviews—are integral to our fire plan review process, ensuring that all buildings meet the highest standards of fire safety. Alternate Materials, Methods, and Means (AMMR)
In some cases, a project may propose an alternative to the prescriptive requirements of the California Fire or Building Code. An Alternate Materials, Methods, and Means Request (AMMR) allows for the consideration of different approaches to construction or fire protection, provided the alternative meets or exceeds the intent of the code in terms of safety, effectiveness, and performance.
These requests are reviewed on a case-by-case basis by the Woodland Fire Department (AHJ). Submittal of an AMMR does not guarantee approval. Supporting documentation—including technical reports, manufacturer specifications, or performance data—may be required.

Fire Inspections
We require a 48 hour notice for inspection requests.
Inspections are not conducted on Weekends, or Holidays
Same day cancellations will count as one inspection.
Inspection requests can be made via the Inspection Request Form below. When requesting inspections, please indicate permit number, project name and address, and contact information. Inspections will not be made without approved plans being on-site. Inspection requests shall be received by noon two business days prior to the inspection date.
Inspection Scheduling Notice
The Woodland Fire Department’s Community Risk Reduction Division now uses Microsoft Bookings to schedule inspections.
Please note that inspector availability may vary due to training, vacation, or holidays. To help ensure your preferred date and time are available, we recommend scheduling inspections well in advance.
