Solar Canopies Design Review - Woodland Memorial Hospital Campus 

The City has received two applications for staff-level review of solar canopies at parking lots on the Woodland Memorial Hospital Campus, including the sites at 1205 Fairchild Court and 1230 Cottonwood Street in the Residential Medium zone. Across both sites, a total of six solar canopies are proposed, which would act as shaded parking for existing parking areas. Parking lot landscaping shall be refreshed and new parking lot lighting shall be installed on the canopies. The review process includes evaluation of existing trees that may be impacted, as well as tree preservation efforts.

Approved Projects

Grow West Office Building - 1101 Lincoln Avenue

In June 2025, the City approved a Development Review application for a new Grow West office building at 1101 Lincoln Avenue. The project includes a 9,150 sf building, 30 parking spaces, a dual electric vehicle charging station, an outdoor courtyard, bicycle parking, and landscaping throughout and surrounding the property.

California Multifamily - 508 California Street

On June 17, 2025, the City approved an application for staff-level review of a five-unit multifamily project in the Residential Medium zone. The proposal includes a two-story single-family home, a two-story duplex, and two one-story accessory dwelling units. Landscaping is proposed throughout the site, and a parking area with four parking spaces and a trash enclosure are included in the project.

Tupelo Affordable Housing - Lemen Avenue

On May 5, 2025, the City approved an application for staff-level review of a new 73-unit affordable housing development located on the undeveloped eastern portion of 1224-1230 Lemen Avenue in the Corridor Mixed-Use Armfield zone. This project would be first phase of a larger proposal from the Yolo County Housing Authority to reconfigure the Yolano Donnelly neighborhood. The proposal includes two three-story multifamily buildings with a community space, offices, and shared laundry rooms. On site, landscaping, open space, parking stalls, and bicycle parking spaces are proposed.

Woodland Wonder School - 430 Third Street

In April 2025, the City approved a Zoning Administrator Permit for a new childcare center at 430 Third Street - Woodland Wonder School. The project includes several improvements to the existing 2,585 SF building and 8,550 SF site, including removing the on-site parking lot and replacing it with a fenced outdoor play area. The center will operate Monday-Friday 8am-5pm providing childcare for children ranging from age 2 to Kindergarten.

Zittio's Mixed Use - 25 East Street

Applicant McCandless & Associates submitted for a proposed mixed-use development for 25 East Street (APN: 006-561-006-000) to include a 4,230 square foot ground floor commercial space with twelve one-bedroom units on the second floor and a 3,578 square office/shop space at the east end of the lot.  The main access to the development area will be from a shared drive off East Street just south of the Beamer Street intersection. This existing driveway currently services the Zittio’s restaurant site, which is also owned by the applicant.  Additionally, the improvements will extend into the Zittio’s site with a shared trash enclosure and expanded landscaping. The development will have 13 on-site parking spaces with additional shared parking facilities with the adjacent property.

Redwood Empire - 22 N. Pioneer Avenue

On December 4, 2024, the City approved a Zoning Administrator Permit and Design Review for the construction of four new facilities totaling 87,200 square feet as part of the expansion of Redwood Empire, located on a 12-acre parcel at 22 N. Pioneer Avenue (APN: 063-030-028) within the City's Industrial zone district.

Matmor Townhomes - 595 Matmor Road

On February 16, 2024, the City approved a design review for the construction of four two-story townhomes at 595 Matmor Road, located in the City's Multifamily Residential Zone District. The project includes the use of existing mature landscaping, ground-floor two-car garage parking for each unit, and both private and common open spaces for residents.  The project was subject to staff-level design review.

Community Lane Townhomes - 530 Community Lane

On February 15, 2024, the City approved a 10-unit, three-story townhome project located at 530 Community Lane within the City's Multifamily Residential Zone District. The townhome design features walk-up units, each with 3 bedrooms, 2 bathrooms, and a small back patio. The project includes two accessory dwelling units that are approximately 1,196 square feet and incorporates mature trees and water-wise landscaping. The review process involved a staff-level architectural design review and a staff-level zoning administrator permit for the two large accessory dwelling units.

Beamer Apartments - 1021 Beamer Street

On February 8, 2024, the City approved a 40-unit, three-story multifamily residential development located at 1021 Beamer Street, within the Corridor Mixed Use-East Street Zone District. The project was subject to staff-level design review. The site amenities include 40 ground-level parking spaces, 8 bicycle parking spaces, a variety of shared and private open spaces, and the incorporation of mature trees and water-wise landscaping.

Cottonwood Apartments - Southeast Corner Cottonwood Street and Beamer Street

On September 28, 2023, the City approved a 36-unit, three-story multifamily residential development located at the southeast corner of Cottonwood Street and Beamer Street within the City's High-Density Residential Zone District.  The project was subject to staff-level design review. The site amenities include 41 ground-level parking spaces, 42 bicycle parking spaces, and a variety of shared and private open spaces. The exterior building materials include a variety of light neutral colors and materials, including brick and wood accents.

Hansen Administration Building - CommuniCare Addition

On December 22, 2022, the City approved a Zoning Administrator Permit and Design Review to construct a 2,880 square foot administrative office as an addition to the CommuniCare Health Center at the northwest corner of Buckeye Street and Cottonwood Street (APN: 064-010-041) in the City Single Family Residential zone district.

Chrisp Woodland Expansion - 1805 E. Beamer Street

On May 3, 2021, the City approved a Design Review to allow for an expansion of the Chrisp Woodland facility located at 1805 E. Beamer Street (APN: 027-360-014). The expansion includes the development of a new administrative office along with the reconfiguration of existing warehouse space within the City's Industrial zone district.

Vista del Robles Apartments - 310 W. Main Street

On December 4, 2020, the City approved a 168-unit, three-story multifamily residential development located at 310 W. Main Street, within the Corridor Mixed Use-West Main Street Zone District. The project was subject to staff-level design review. 

Phase One, consisting of 72 units on the western end of the project site, was completed in Spring 2024.

Heritage Remainder - Small Lot Subdivision

On March 18, 2022, the project applicant, The New Home Company, submitted an application requesting development approvals on the 7.03-acre Spring Lake R-15 “Heritage Remainder” infill project site for an 87 unit single family small lot development (APN:042-030-054).  They are proposing to develop a small-lot product type that allows for smaller individual ownership lots in the development with private driveways, common paseos, reciprocal use side-yard easements, and a homeowners association (HOA).  Along with the Tentative Subdivision Map, the development will include lot configuration, site layout, landscape, and architectural plans. The applicant is requesting a Planned Development Overlay for minor modifications from the minimum lot width and lot coverage zoning requirement as well as interior setback requirements provided in the Spring Lake Specific Plan.  The purpose of the Planned Development (PD) Overlay is to encourage creative and more efficient use of land by providing some flexibility in design not possible through the strict application of zoning standards. Prudler Subdivision Project

Lennar Homes has submitted a Design Review and Planned Development (PD) Modification application for the Prudler development site located at the north east corner of East Street and Sports Park Drive (APN: 041-070-042). The applicant is requesting a minor modification to the original approved PD for a garage forward design along with an overall design review of the development proposal.  The development consists of 183 single family homes built out over two phases with a community park at the center of the development.

Woodland Depot - E. Main Street

Applicant Tait & Associates/ HEM Moorefield LLC submitted an application and was subsequently approved by Planning Commission at their regularly scheduled meeting on April 1, 2021 for a multi-use development (PLNG20-000031) for a proposed 86-room La Quinta Hotel, a drive-through restaurant, and a 7-Eleven convenience store (off-sale beer and wine) with gas station over two contiguous parcels at approximately 4.12 acres (APN 027-860-001, and -002 ) within the Regional Commercial /Light Industrial Flex Overlay Zoning (RC/LIF) located at 1670 -1680 East Main Street in Woodland California.

Parkside 3 - Lennar Homes Small Lot Subdivision

On September 15, 2020 the City Council approved a 97-unit subdivision by Lennar Homes.  The project is a small lot, single-family detached home project with four-floor plans ranging in size from 1,438 square feet to 2,185 square feet. The project will have an internal alley auto access and a central pedestrian paseo. Home facades will front onto Sports Park Drive and Matmor Road; however, all auto access and garages will be accessed from the internal alleyways. Each home will have a 2-car garage, and an additional 61 guest parking spaces have been provided on-site. The project will have a homeowners association.  PLNG No 18-00070.

East Street Apartments

On January 24, 2022, the City approved a new 83-unit complex comprised of three separate four-story apartment blocks with dedicated elevators and laundry facilities for adjacent parcels that will be merged (1.67 acres). The applicant has requested a density bonus to facilitate the development and may ask for some level of flexibility under the state guidelines on development requirements.

Armfield Apartments

The applicant, HRGA Architects, has submitted an application on behalf of Kosh Petroleum Inc. The applicant is proposing a new three-story multifamily development located at the northeast corner of B Street and Armfield Avenue (APN 063-076-001). The .53-acre development site will be built out with 21 units and two additional ADUs for a total of 23 housing units with a mix of studios, one-bedroom, and two-bedroom units. The main access to the development area will be from Armfield Avenue with two-way directional traffic through the alleyway to the north of the property.

Holy Rosary Church

On March 18, 2024, the City approved the design for the new Holy Rosary Catholic Church to be located at the northeast corner of Cross and California Street (APN 065-250-058). The 21,213-square-foot Church will replace the Community Center that is currently providing room on-site for masses and church activities.  The development site is part of a larger 12-acre campus that operates other Church functions and the Woodland Catholic School (see parcel and yellow Church site in the image below). The property has a previous CUP entitlement that was approved on June 4, 1998, for the entirety of the site, including the Church, with a follow-on Design Review. The main access to the development area will be from an existing drive off Cross Street just east of the California Street intersection. Site improvements will primarily be isolated to the area designated for the new Church, with minor improvements to circulation and parking.

Western Dental - Main Street

On May 16, 2022, a new 4,374 square-foot dental building to be located at the southeast corner of Main and West Street (APN: 006-021-007). The development proposal is to demolish the existing building (including the basement) on-site to build the Delta Dental office with a slightly larger overall footprint but maintain the existing overall layout of the site and circulation.  The project installed a new parking area and alleyway aproach with a valley gutter and landscaping around the building but retained the existing oak and cypress trees along the east property line.

Sprouts Market 

On February 14, 2023, the City approved the new 23,256 sq. ft. Sprouts Farmers Market with an attached  6,000 sq. ft. retail shell building with an additional  1,600 sq. ft. office building and future restaurant site at the north end of the property adjacent to Main Street. The site is located at the southwest corner of E. Main St. and Highway 113 and is zoned Community Commercial (CC), with the project site covering approximately 8.64-acre site on six contiguous parcels (APN: 066-030-008, 044,048,061,062,063). The project will install all new landscaped parking areas and fencing. The site will have two points of entry with one off of Main Street with a dedicated turn pocket for westbound traffic. The second entry is via a private drive off of Matmore road that will enter into the south portion of the project site.

Chipotle - E. Main Street

The new restaurant site is slated to house both a Chipotle Mexican restaurant and Pizza Hut. Chipotle occupies the 2,500 square foot west side of the building, and Pizza Hut occupies the 1,500 square foot east side of the building for a total building size of 4,000 square feet. Additionally, Chipotle is proposing a mobile order drive-up window that will be screened from Main Street with landscaping and a half wall. Chipotle will also have an outside patio area located on the west side of the building.

Cross Court Commons Townhomes

On January 18, 2023, the City approved r a CUP/Planned Development to include a site plan/ design review and associated lot merger for a 32-unit multifamily housing complex with 3 ADUs at the corner of Elisabeth Way and California Street. The proposed development includes 12 duplex units facing onto California with 3 ADUs tucked behind the duplexes. Two of the ADUs will be accessed via pedestrian paths between the duplex units, and one ADU with direct access off Cross Street. The remaining 20 units will have a side-on orientation to the street frontage with access via shared private drives. The applicant is requesting a planned development for slightly modified setbacks with a lot merge from 9 parcels to 5 parcels. Waste removal will be provided with totes in enclosures between units.

East Beamer Campus

The East Beamer Campus development provides wrap-around services for the unhoused in Woodland with three phases of development to include immediate shelter to transitional housing and services.

Emergency Shelter: Phase 1-A (APN: 027-360-044) development includes an emergency shelter that is currently built and occupied on the site, with basic services such as food, showers, and laundry provided with temporary trailers. Phase 1-A also includes temporary/permanent fencing and a parking lot. It’s anticipated that Phase 1-B development will finish out the emergency shelter site with a second building that will replace the services currently provided with the temporary trailers. 

Permanent Supportive Housing: Phase 2 (APN: 027-360-043) development includes 61   voucher-based permanent supportive housing units, with an onsite managers unit and community center. The 61 micro-units have been completed and are currently being occupied by residents.

Walters House: Phase 3 will be developed as a substance abuse treatment center known as “Walters House” that will provide support for on-site residents. The 15,177 square-foot facility will include approximately 65 beds, a full commercial kitchen, a dining hall, a recreation center, community rooms, administrative offices, and medical treatment rooms.
